“Where should I advertise?” is often the first question I hear from business owners, and there is no universal answer. The best advertising platform for a small business is the one that matches how its customers buy. Below I compare Meta, Google, TikTok and Telegram by intent, audience and the practical realities of Azerbaijan, Kazakhstan and Türkiye, then show how to test a channel without burning the budget.

What is the difference between demand capture and demand generation?

Demand capture means showing ads to people who are already looking for what you sell. Demand generation means putting your offer in front of people who were not looking yet. Search ads on Google capture demand; ads on Meta, TikTok and Telegram mostly generate it.

Someone who types “plastic windows Atyrau price” has a need right now. Someone scrolling Reels does not, but the right video can create one. That difference shapes the whole plan:

  • Capture channels work from the first day if demand exists, but they are capped by how many people search.
  • Generation channels can reach far more people, but results depend on the creative, and buyers often need several touches, which is why retargeting matters there.

Which advertising platform is best for which business?

Match the platform to how your customer decides: search for needs people actively look up, visual feeds for products that sell on sight, Telegram for audiences that live in niche channels.

Facebook ads or Google Ads: which is better for a small business?

Google Ads is usually the better first channel when people already search for your service. Facebook and Instagram ads are better when you need to create demand or your product sells on visuals. Many small businesses end up using both: Google to catch searches, Meta to retarget visitors and reach lookalike audiences.

With Google Ads, your position depends on Ad Rank, which combines the bid with the quality of the ad and landing page, so the highest bid does not always win. Search campaigns are typically charged per click. One detail matters for the region: Google Ads has no Azerbaijani or Kazakh language targeting, and ads or landing pages in an unsupported language can be disapproved. Campaigns for Azerbaijan and Kazakhstan are therefore usually built with Russian or English ad versions, or Turkish where it fits.

Meta ads run from one Ads Manager across Facebook, Instagram, Messenger, Threads and WhatsApp Status. Click-to-message ads that open a WhatsApp chat suit businesses that sell through conversations, and lead ads collect a phone number without leaving the app.

When is TikTok a better choice than Instagram?

TikTok makes sense when your product can be shown in short, native-looking vertical videos and you can produce them regularly. If you only have a few videos, Meta can run the same material in Instagram Reels alongside the feed, Stories and WhatsApp Status.

The main auction formats are in-feed video, Spark Ads (boosting an organic post, your own or a creator’s with permission, while keeping its likes and comments) and lead ads with an instant form. The practical question is access. Türkiye is on TikTok’s self-serve list, but Azerbaijan and Kazakhstan are not (as of November 2025), so in those two countries the ad account is opened in your company’s name through the route TikTok offers for that country. I plan that step before any TikTok ads campaign.

Is Telegram advertising worth it for a small business?

It can be, if your customers read Telegram channels in your niche and you have a channel or bot to send them to. For an ordinary local service that needs calls tomorrow, Meta or Google is usually the faster start.

How the official Telegram Ad Platform works:

  • sponsored messages appear in public channels with 1,000+ subscribers, below the latest post;
  • an ad is a title, up to 160 characters of text and a button;
  • a self-serve account targets specific channels only, with no age, gender or interest targeting;
  • self-serve ads link to a Telegram channel, bot or post, not to a website;
  • pricing is a CPM auction, and a self-serve account is paid in Gram (formerly Toncoin) through Fragment, which complicates invoicing for companies;
  • there is no retargeting or conversion-optimised delivery, so results are read from Telegram’s statistics and from UTM tags on the links your channel or bot sends people to.

Which ad platforms work in Azerbaijan, Kazakhstan and Türkiye?

Meta and Google are self-serve in all three countries. TikTok is self-serve in Türkiye, while in Azerbaijan and Kazakhstan the account is opened in your company’s name through the route TikTok offers there. Telegram’s platform is open to anyone with a Telegram account.

A few details that affect planning:

  • Taxes. The ad budget is paid directly to the platform, and local VAT may be added depending on your tax status. For example, since 1 September 2026 Meta adds 18% Azerbaijani VAT for accounts whose “Sold to” country is Azerbaijan, unless the business adds a validated Azerbaijani tax ID and accounts for the VAT itself. For ads shown in Türkiye, Meta adds a 5% location fee (since 1 July 2026) and Google a 4.5% operating-cost surcharge.
  • Language. Plan the ad language per platform: Google does not target Azerbaijani or Kazakh, and Telegram requires the ad language to match the language of the channel where it appears.
  • Russia. Google, Meta and TikTok ads are not available there, and Telegram ads aimed at Russia carry legal risk in 2026, so none of these four channels is a practical way to reach audiences inside Russia.

What do you need to prepare before the first campaign?

Three things: a clear offer, the visual creatives and a place for the customer to land. The photos, videos and banners come from you, along with the facts about your business and offer. My part is the ad texts on every platform, from Google Ads headlines to Telegram’s sponsored messages, and the campaign structure around them, from setup, audiences and placements to bids, tracking and optimisation.

Before you start shooting or designing, ask for the platform requirements. Reels and TikTok need vertical video, and Google’s visual campaigns need several image sizes. I send that list after the brief, write the texts within each platform’s limits, such as 160 characters on Telegram, and check every text and file against the platform’s ad rules before launch, so nothing gets stuck in moderation.

How do you test a new ad channel without wasting budget?

Set up tracking before launch, give the channel one clear goal and run a limited test long enough to collect real data. Then judge the channel by its numbers, not by gut feeling.

  1. Tracking first. Pixel and server-side events, the Google tag or GA4 key events, and UTM tags on every link.
  2. One goal, one offer. Leads, calls, messages or sales: pick one per campaign.
  3. A page that converts. A fast landing page usually beats sending ad traffic to a homepage.
  4. Several variants. Test a few creatives and audiences or keywords, not one ad.
  5. A test budget you are comfortable with. Agree on it and on the test period in advance, and judge by cost per lead or per sale, not by clicks or likes.
  6. Scale, then expand. Put more into what works, and only then add a second channel.

Not in practice. Do I need a website before I start advertising?

Not always. Meta ads can open a chat or an instant lead form, TikTok offers lead ads with an instant form, and Telegram ads lead to a channel, bot or post. For Google Ads, and for any campaign that sells online, a fast landing page with tracking usually makes the difference between clicks and customers.
